AMDA Emergency Relief #9: Typhoon Hagibis, Japan

AMDA's relief work in typhoon-hit Marumorimachi (Miyagi Prefecture) came to a completion 16 days after it began on October 16th. Meanwhile, the work in Nagano is still being carried out in assisting the reopening of a local hospital.

Miyagi (Marumorimachi):
On October 31st, AMDA team completed its relief activities in Marumori Elementary School (an evacuation hub) in line with the withdrawal of other relief teams. Local medical facilities have gradually started resuming services as well.

At the shelter, AMDA's acupuncture treatment (which had been offered since the 23rd) was well appreciated until the very last day. A total of 142 beneficiaries include the evacuees that stayed at the shelter during the daytime, as well as those who came back in the evening from their own residences after a long day of clean-up.

AMDA acupuncturists worked until 9pm on the final day as they made it a point to treat all 20 patients who wished to receive the treatment. Now, the work is handed over to local therapists, thereby allowing the evacuees to continuously benefit from the service.

Clothing donation:
Japanese clothing manufacturer Gunze kindly offered high-tech thermal undershirts and socks in preparation for the upcoming colder season. The evacuees, who would be forced to spend their time in the tougher climate, were thankful for the aid, saying “it was really warm” as some of them immediately tried on the undershirts after they received them.

During 16 days of aid work, AMDA dispatched 16 relief personnel in total (two nurses, one physiotherapist, one carer, nine acupuncturists and three coordinators). Besides every support the team garnered, AMDA would also like to credit Disaster Reconstruction Center MIRAI based in Soma, Fukushima Prefecture for providing comprehensive assistance throughout the project.

Miyagi (Soma and Date Cities, Fukushima Prefecture):
On the 23rd, Disaster Reconstruction Center MIRAI inquired AMDA if disinfectant sprays could be provided to Soma and Date Cities in Fukushima Prefecture, not far from Miyagi. The cities had been still struggling with prolonged water outages, hence sanitary management was naturally one of their top priorities. As a result, AMDA Headquarters sent a set of disinfectant sprays to be distributed to the localities, especially nursery schools in an effort to prevent infectious outbreaks. AMDA personnel from Miyagi and staff from MIRAI directly delivered the aid, allowing three preschools to be equipped with the sprays.

Nagano:
AMDA is continuously assisting the reopening of San-ikukai Clinic in Nagano City. By the evening of the 29th, the government decided to work thoroughly on water and power outages after Typhoon Hagibis was officially recognized as “emergency disaster” in the diet session. Accordingly, this helped the clinic to recover the drainage system on the second floor after 18 days which mainly hampered the hospital operation. Likewise, the elevators started moving again after a long time which made the hospital director “moved after the doors opened.”

Finally, the clinic has decided to resume outpatient services from November 5th using a temporary consultation room which the hospital staff and AMDA personnel had been preparing. The clinic hopes to gradually extend the range of services in the course of time by beginning with basic consultations and medical prescription. As of now, the hospital staff are rehearsing the procedures for the upcoming service resumption with the help of AMDA nurses.
